Warum lange Bearbeitungszeiten für Asylanträge kein Versagen der Landesregierungen sind

Seit einiger Zeit kursiert eine Übersicht der Tagesschau über die unterschiedlichen Bearbeitungszeiten für Asylanträge in den Bundesländern:

Gleich merken nun einge auf Facebook spitz an: „In Baden-Württemberg dauerte ein Asylverfahren im ersten Halbjahr 2015 durchschnittlich 6.7 Monate. In Bayern, das im letzten Jahr fast 10.000 Asylanträge mehr zu bearbeiten hatte, dagegen zwei Monate weniger, nämlich 4.7 Monate.“

Ob solch nicht ein Versagen der Grün-Roten Landesregierung ist?

ODer warum daudert das bearbeiten in Baden-Württemberg soviel länger als in Bayern? Denn Bayern ist ja steets das gelobte Land der Guido Wolf CDU in dem alles besser ist. Nun nachdem mir das Bundesamt für Migrations auf meine Email antwortet wird alles klar:

„Die Verteilung der Asylsuchenden wird mit Hilfe des EASY-Systems ermittelt. Mit dem EASY-System sollen vor allem die aktuellen Kapazitäten der einzelnen Erstaufnahmeeinrichtungen ermittelt werden. Daneben spielt auch eine Rolle, in welcher Außenstelle des Bundesamtes das Heimatland des Asylsuchenden bearbeitet wird, denn nicht jede Außenstelle bearbeitet jedes Herkunftsland.
 
Einige Herkunftsländer werden nur in einzelnen Bundesländern bearbeitet. So kommt es, dass Personen eines Herkunftslands mit eher schwieriger Sachlage sich ausschließlich in einem Bundesland aufhalten und dort alle ihren Antrag abgeben. So verlängert sich für dieses Bundesland die Verfahrensdauer. In der Folge heißt das, dass die Bearbeitungsdauer für die einzelnen Bundesländer nicht vergleichbar sind.“

Genau: Es kommt auf die Herkunftsländer der Asylsuchenden an und wer halt nur einfache Fälle hat (wahrscheinlich lauter Syrer bei dem geht es halt schneller. Hat weder die Landesregierung keinen Einfluss drauf.

Warum Sicherheit und Sicherheitsgefühl nicht das gleiche sind

Seit einiger Zeit ist in Baden-Württemberg so richtig Wahlkampf. Zumindest hängen Plakate und es gibt Infostände der Parteien, Wahlkampfauftritte und so weiter. Eines der zentralen Themen der CDU ist wohl ‚Innere Sicherheit‘. Andere sind Strassenbau, Bildung und Familien. Interessant ist aber, dass das Plakat zur ‚Inneren Sicherheit‘. Eine ältere Frau (mit grauen Haaren, Falten) liegt entspannt auf einem Kissen und darüber steht: „Damit aus dem Wort Sicherheit wieder ein Gefühl wird“.

Als ich das Plakat sah, mußte ich spontan an Slipeinlagen oder etwa Inkontinenzzubehör denken. Dann habe ich die Worte Sicherheit und Gefühl gegoogelt und tatsächlich kommt man relativ schnell auf Werbung eines Kondomherstellers.

Klar, dass der Schalk in mir da gerne mal zum Photosphop greift.

Aber nun mal etwas ernsthafter. Wahlplakte werden nicht einfach mal so an einem Nachmittag von drei Leuten mit dem Photoshop und einer Stockfoto CD entworfen, sondern zielen darauf bestimmte Gefühle zu aktivieren und bestimmte Themen, bei denen man selbst als Kompetent wahrgenommen wird in den Vordergrund zuspielen. Etwa die Grünen indem sie sich für Umweltschutz aussprechen oder die SPD für soziale Gerechtigkeit. Bei der CDU vermuten die Wähler traditionell das sie auf dem Gebiet ‚Innere Sicherheit‘ besonders kompetent sei. Ob diese Kompetenzzuschreibungen und die tatsächliche Kompetenz der Parteien nun übereinstimmen, das ist noch mal was anderes.

Aber nun mal zur Analyse des Wahlplaktes. Zunächst mal ein Satz dem man nicht wiedersprechen wollen wird. Jeder möchte sich gerne sicher fühlen. Offen lässt aber das Plakat genau bei was: Im Verkehr, beim nächtlichen Ziehen durch die Strassen und dem Besuch von Diskotheken, bei alltäglichen Verrichtungen, im Internet, am Arbeitsplatz, vor dem kleinen Malheur…? Auch wird gar nicht angesprochen oder signalisiert was diese Sicherheit genau bedeutet: Nicht ausgeraubt zu werden, die Blase unter Kontrolle zu haben, das meine Daten nicht ausgepäht werden, nicht meine Wohnung oder Arbeitsplatz zu verlieren, das mein Partner*In bei mir bleibt, der Euro stabil, kein Feuer ausbricht…? Es gäbe viele Gründe sich sicher oder unsicher zu fühlen.

Dabei muß man aber eines beachten:

Finland as projection space: this time guarnteed basic income

When you live in Finland but are from Germany, you sometimes find articles about stuff that is supposedly going on in Finland. Most of these things are more or less surprising or even astonishing. We were used to Finland as the land of „magic education“, technological mobile phone wonders and so on. Now Finland has even caught up as the country of amazing social advances and German media report it is about to introduce a guaranteed basic income.

See for example one of Germany leading dailies, the Frankfurter Allgemeine Zeitung:

If you read the article you might think this is going to happen tomorrow. But if you dig deeper, then you find this explanation on the website of the Finish state social affairs office „Kela“:

„Experimental study on a universal basic income

A working group of researchers from a range of organisations under the project leadership of Kela is exploring ways in which to carry out an experimental study focusing on the implementation of a universal basic income scheme“ (more)

 

So the entire thing is an experiment. Right now they are doing research about different methods and modes that this might take (more or less studying books and previous studies..) Then in 2017 there might be an actual experiment in one municipality!

So people stay calm. The Finish Goverment might try this at some point in the future…

Celebrating the Nation: Finisch Independance Day

After witnessing independence Day celebrations in Malaysia, Singapore and Indonesia and writing about them on this blog, I will continue this little series with writing about the celebration here in Finland. Nations are imagined communities, so tells us Benedict Anderson.

So I bought some supplies like Fazer Finland colored stuff and a cookie cutter from in the shape of Finland.

Turku students celebrate it with a torch parade. Actually this year the torch parade lacked torches, because it was really rainy.

The parade with the flags of all the student organization went from the University Student building, to Abo Akademie, to the Graveyard where short speeches were given in Swedish and Finish. Thanking the people who fought for the freedom of Finland. Then wraths were laid. Some somber music was played. After that we took the bus back to the student building and then had some glögi.

And of course I’m a big fan of the Finland Emoji set:

There is also a military parade, held every year in another town, this year it was Jyväskylä and Finland is so politcal correct, that one of its soldiers featured in TV was an immigrant:

Apparently in TV they re-screen every year a bloody war movie, called „The Unknown Soldier„.

Of course playing and listening to patriotic (or militarist) music, is a great part, as in this march from the 30-years war:

The hidden swastikas of Finland

Finland is a great country. Well not because hundreds of millions of people live there or because its sunny all the time, no because of its people. And these people are much more relaxed about certain things. For example they are much more relaxed about swastikas. The swastika was a symbol adopted by the Nazis as to symbol their movement. It existed before and if you go to Bali you see it – with a totally different meaning – on temples and even on clothing.
So there are a couple of swastikas around in Finland. For example on this  school building in Helsinki:

And in 2013 the Swedes noticed that Finland beloved christmas pastry was a swastika too!
